[Gandiva][Dev] Check version of OpenSSL for Gandiva

Gandiva uses functions not available in OpenSSL 1.0 which is the default on Cent OS 7.
To enable a smoother installation process, configure CMake to check the version
of OpenSSL that is available and ensure it is greater than or equal to 1.1.1.
