Allow to define mesos health_check.

Idea behind is to allow define mesos health checks.
We are running plenty of applications (in home made apps, we have health ports etc.). Some of them do not have dedicated health port or rest/web interface at all. Sometimes it is enough to check TCP port .. sometimes maybe run some command to determine health status.
