Show a warning when ports are requested but not listening

We've run into several situations where users request a port, but don't actually listen on it, or even less obvious — when they fail to listen on a public address. It would be awesome to detect this and surface a warning in the observer. This could also be the start for a generic display of warnings for potential misconfigurations.
