TestNettyTransceiverWhenFailsToConnect often fail

TestNettyTransceiverWhenFailsToConnect unit test except a failure in netty connection due to a short time out of 1 ms.
Unfortunately, sometimes, 1 ms is enough to build connection, so i propose to replace this by zero, which, this time trigger the io exception, and fix the unit test.
