download links to older versions are broken

Of the links to releases listed on http://ws.apache.org/axis/java/releases.html ,
only http://mirrorspace.org/apache/ws/axis/1_4/ works. All the others
go to e.g. http://www.apache.org/dyn/closer.cgi/ws/axis/1_3/ and then to
http://www.apache.org/dist/ws/axis/1_3/ which does not work. It should
instead go to http://archive.apache.org/dist/ws/axis/1_3/ .
