    Description

      Currently configure.ac requires a C++ compiler (AC_PROC_CXX) while it is never used except for qpid transport (which is i optional).
      This makes unnecessarry build problems on platforms where a C++ compiler is not available.

      "AC_PROC_CXX" should be moved to just the case where qpid transport build is requested.
