Rework dependency structure of Spark job server jar

Enabling the strict dependency checker (BEAM-10961) revealed that we are unnecessarily making :runners:spark a compile dependency of :runners:spark:job-server. :runners:spark is not needed at compile time at all, so it can probably be a runtimeOnly dependency instead.
