Getting Started and Tutorial section for new website

Continuing from original Jira for new website effort, having a nice Getting Started section will be key to get people involved and up and running as both users and contributors.

Using this Jira to track dev of new Getting Started website section including design, couple initial examples, including "how to adding a Getting Started example"

Have wiki page for people to add content suggestion details and flush out any getting started examples they are interested in:
