Add Java 11 to bigtop-toolchain to use it in docker container during packaging

Some projects, like Kafka, use Java 11 or higher version on the current version and are preparing to remove Java 8. On contrast, a lot of projects are still remained to use Java 8.

Bigtop includes both, so we need to manage this situation.

For the starting point, I propose including OpenJDK 11 on bigtop-toolchain and enable to use it on the build docker container.
