Config locale = 'en_US' for javadoc task

    Description

      The 1.36.0 javadoc[1] released to maven central repository is in Chinese, and this is reported in ML[2].

      Calcite maintains javadoc here[3], it is generated automatically[4], so it is not affected by release manager's locale settings.
