camel3 - build system - Packaging dataformat and language needs to include json metadata

When we just depend on camel-support for custom dataformats and languages then they cant locate camel-core JAR which has model json metadata they need for enriching their json metadata.

The camel-package-maven-plugin needs to find the camel-core JAR in another way now as its not on the classpath in the maven project.
