Add a rebalancing cluster service

I've been working on a re-balancing cluster service implementation that can be used to assign to application instances an equal number of cluster-service locks, when multiple ones are used in the same application.

This can be used to re-balance partitions in a cluster of service instances, if locks are 1:1 partition keys.
