Publish buildinfo and provide a build container to improve release reproducibility.

To aid in release reproducibility, let's:

• publish the .buildinfo file that the maven archiver plugin can generate (this describes the build environment used for the release).
• provide a Dockerfile that can be used as a build container.  Using a container to create the release build simplifies reproducing the build environment used for the release.
