Throw an ERROR when auto_bootstrap: true and bootstrapping node is listed in seeds

Obviously when this condition exists the node will not bootstrap. But it is not obvious from the logs why it is not bootstrapping. Throwing an error would make it obvious and therefore faster to correct.
