Explicitly seting BindValue JDBC type and Precision via API

This issue was discussed in mail list.
To solve some issues of various types can be add this new feature:
Use special Wrapper class for passing JDBC type with value that can be used to explicitly set JDBC type and precision
for binding via API. And can be used to overwrite parameters from BindDirective in map.
