add option to createmobilespec to use /bin/create and plugman

I noticed a script name createmobilespecandroid-usingplugman.sh. That could be folded into the multi-platform createmobilespec.js by offering a new command-line option. This would be a bit cleaner, and could do the same for platforms other than just android.
