Browser Binding: getContentStream should support the HTTP headers Last-Modified and If-Modified-Since

The Browser Binding allows clients to generate a URL to the content of a document. That enables pure HTTP clients to retrieve the content.
The HTTP headers Last-Modified and If-Modified-Since can avoid downloading content that hasn't changed and has been cached by the client (e.g. a web browser).
