Description
Created as a follow-up to COMPRESS-398.
Currently, the tar package always generates "old ustar" archives that we augment with extra magic when writing long file names or adding PAX extended headers.
It may be useful to create GNU tar or POSIX archives rather than "old ustar" from the start.
