Use shared KEYS file

The canonical location for a KEYS file is at the top level of the distribution directory.
i.e.
https://dist.apache.org/repos/dist/release/manifoldcf/KEYS
which is published at
https://downloads.apache.org/manifoldcf/

However for some reason each release has its own KEYS file, for example:
https://dist.apache.org/repos/dist/release/manifoldcf/apache-manifoldcf-1.10/apache-manifoldcf-1.10.KEYS

As far as I can tell, the above file contains all the keys which are present in any of the other existing KEYS files.

Would it not be a lot simpler to drop the individual KEYS files in favour of a single KEYS file at the top level?

This would mean a one-time change to the download pages to update the KEYS link.

Something to consider for future releases at least.
