Maximum OR clause constant not present in database abstraction

There's a maximum IN clause constant in IDBInterface, but the maximum OR clause number is hardwired, and is strewn throughout the code. That makes it impossible to address (for example) the recently detected Derby bug underlying CONNECTORS-100.
