start-webapps.bat/sh should have a -D switch pointing it at properties.xml

The start-webapps script invokes ManifoldCFJettyRunner, which looks for properties.xml values. Unfortunately, it does not point at the right properties.xml via a -D switch, so whatever properties.xml it finds is likely to be the wrong one.
