Initial checkout does not respect 'Use cached scm credentials' setting

Continuum is supplying credentials when doing the initial checkout when the 'Use cached scm credentials (if available)' checkbox is checked.

If that box is checked, Continuum should assume that credentials are cached, and should not pass --username and --password with the svn checkout command.
