If subversion is not available continuum will continue to send an ERROR message until it is available

If subversion is not available continuum will continue to send an ERROR message until it is available, even though continuum is set to only send notifcations on status change. This resulted in 2400 emails during a night when the subversion repository did not come online during a reboot.
