Shell/Ant projects allow adding projects with obviously invalid scm urls

As discovered when updating a test for CONTINUUM-1859, validation on the scm url field is very loose. The url should be validated against the maven scm format to prevent obvious errors from becoming more subtle ones (due to attempting to checkout with mangle provider names).
