CXF uses the incorrect namespace to refer to an Encrypted Key

CXF uses the incorrect namespace to refer to an Encrypted Key. This issue has been raised before on the mailing list:

It should use the WS-Security 1.1 namespace, but instead it uses the SAML spec namespace.
