specify cxf-bundle start-level less than 60

so that cxf-bundle can get started early than other customer bundles(which start level is 60), which means the xsd files inside cxf-bundle could be available early, this is important when in offline mode, other customer cxf bundles get more chance to use the local xsd files from cxf-bundle.
