Update WADLGenerator to avoid converting existing resources to DOM

WADLGenerator can return the existing WADL documents that were registered with jaxrs:server/@docLocation, It loads them into DOM first to optionally resolve the imports/includes.
This is not required if users know that no such resolutions are needed.
