org.apache.cxf.transport.jms.RequestResponseTest.testRequestTopicResponseStaticQueue times out with jdk9 preview

I ran into this issue testing jdk9 preview on Windows.

java.lang.AssertionError: Can't receive the Conduit Message in 10 seconds
at org.apache.cxf.transport.jms.RequestResponseTest.sendAndReceiveMessages(RequestResponseTest.java:138)
at org.apache.cxf.transport.jms.RequestResponseTest.testRequestTopicResponseStaticQueue(RequestResponseTest.java:91)

I tried increasing the timeout to 20 seconds and it still fails to receive the message.

This might be related to JEP 143: Improve Contended Locking

This looks similar to another user's pull request build: https://builds.apache.org/job/CXF-Trunk-PR/354/
although that build is failing on the sendMessage in java 8.
