Add compatibility with scala versions and java versions to releases page.

Our releases page needs to specify the matrix of compatibility of Daffodil versions with scala and java versions.

This became tricky as Java 17 requires scala 2.12.15, which is incompatible with Daffodil 3.0.0 and prior versions of daffodil that are still in common use. 

Recommendation should be Java  8 or 11 with scala 2.12.11 for daffodil versions 3.0.0 and prior.
