Add new transitive deps' NOTICE to Daffodil's bin.NOTICE

We didn't notice 4 new doubly indirect transitive dependencies which xmlresolver (Saxon-HE's new transitive dependency) depends on.  We need to add their NOTICE to Daffodil's bin.NOTICE as well following the instructions in Assembling LICENSE and NOTICE files - Apache Infrastructure.  Here are the new dependencies which we need to acknowledge:
