[AWS]: From time to time billing is not updated for current month

Preconditions:

1. SSN is created in current month
2. Billing is available in S3 bucket

Steps to reproduce:

1. Go to 'Billing report' page

Actual result:

1. Billing is absent in Web DLab UI

Expected result:

1. Billing is present in Web DLab UI

Note: It is tryout only for September to load billing data
