Description
We should list the rules which are applied by the people who translate Derby messages from English into other languages. This will help us create messages which are easier to translate and less likely to be mis-translated.
We should also list some big rules to guide us in internationalizing our messages (e.g., don't insert independently localized strings inside other strings).
