Description
NOTICE files are for required notices only; they must not contain anything that is not required.
LICENSE files must contain the text of all applicable licences, or pointers to the license (which must be included in the distribution).

I think that there are problems with both of these files.
The NOTICE file contains a lot of extraneous text.
The block enclosed in === should be removed entirely, as well as the following paragraph, which is an unnecessary duplicate.
AFAICT the references to SafeHaus JUG and Clinton Begin don't need to be in the NOTICE file either.
The LICENSE file says that JUG is licensed under AL v2.
However it does not say which version of JUG is included.
Similarly for the other 3rd party licences.
The NOTICE file mentions software by Clinton Begin, but there is no corresponding mention in the LICENSE file.
All bundled software must be documented in the LICENSE file.
Entries in the NOTICE file must only be made if required.
