Move distributedlog website to apache

Currently the distributedlog website is hosted at Github: http://distributedlog.io

All the documentation is written in reStructuredText (http://docutils.sourceforge.net/rst.html). However, the website is generated using an internal tool at Twitter.

We need to move to an open source solution for generating the documentation and website : http://incubator.apache.org/guides/sites.html
