IoTf publish events not appear when Metrics.counter(tag) is added

Symptom:
Scenario #1:
Application IoTf quickstart publish events appear in the IoTf quick start browser. In particular, FleetManagementAnalyticsClientApplication publishes "speeding" events.

Scenario #2:
Update application to add statement Metrics.counter(“speeding”) to the topology. Now the “speeding” events do not appear in the IoTF browser.
(The other non-speeding events still appear in quick start.),
Is this expected?
