Remove JobMXBean,State or Job.State

In fixing QUARKS-170 I noticed that the State.valueOf is being used to convert from Job.State enum to the identical JobMXBean.State enum.

There's no need to have two enums, I think the Job.State one is probably the correct one to keep.
