Add functionality to sample the tuples in a stream

Something I would like to be able to add to the console is a way for the user to be able to visualize the tuples flowing through a stream. In this document:

There was a mention of this under the graph transformations section:

Addition of tuple view capabilities (to allow developers to see tuples on a stream in a console).

The console needs the underlying api in order to do this.
