Fix workflow not found issue in backlog metric emission

Currently in SLA monitoring, when falcon tried to get the workflow from oozie, if workflow has already expired, it is throwing exception.

Also in EntitySLAAlertService, we are breaking the loop if for an entity no pending instance is found.
