Support for excludeDependencies in bundleall goal

When building bundles for transitive dependencies we have noticed the need for exclusion filtering of attr. scope=test and attr. optional. A lot of third party artifacts are buggy in this regard and has dependencies for broken and missing artifacts, but bundleall insists on creating bundles for everything.
