[DS] R6/rfc190 Support <refname>.cardinality.minimum configuration property

rfc190 section 5.10 introduces the ability to set the minimum cardinality of a reference in configuration properties through a <refname>.cardinality.minimum property.

This can be supported right now since it doesn't involve any schema or interface changes, just looking for a new config property.
