[DS] for factory components, configuration changes should affect existing instances

Discussion on the expert group revealed that if you have a factory component configured through config admin, modifying the configuration is supposed to modify all the existing instances created through newInstance. If there is no modify method or this results in the instance becoming unsatisfied then the instance should be disposed of (permanently)
