Bundle-NativeCode header should not require osname and processor parameter to be present to match

We currently require that clauses in the Bundle-NativeCode header have at least one osname and one processor parameter (that match the given platform). Otherwise, they will not match. I believe that is not required nor mandated by the spec (anymore) - hence, we should relax the matching accordingly.
