"Hot" upgrading of a new tenant

    Description

      From my understanding, in the current version of Fineract, if a new tenant is added, the joint database will be updated only after reloading the whole Fineract instance.

       

      IMHO it would be a better comportment if the database was "hot" upgraded without having to reload Fineract.
