move popup titlewindows outside the main flash stage

Steps to reproduce:
1. create mx:titlewindow
2. open window as popup through popupmanager
3. move window around

Actual Results:
window cannot move outside application boundaries (stage), and is cut off

Expected Results:
user should be able to move window anywhere on the screen
