Close button doesn't show, when TitleWindow popped up in an empty Application

Steps to reproduce:
1. Create an empty MXML Application (without any visible components)
2. Create an loadable module
3. Create view based on TitleWindow, set showCloseButton to true
4. Load an module from Application
5. After loading popup created view with PopUpManager

Actual Results:
Close button doesn't show.

Expected Results:
Close button showed.

Workaround (if any):
Don't use empty Application.
