Multiple radio buttons can be selected when they are in a single group which spans multiple states

Steps to reproduce:
1. Run attached SWF file
2. Click "go to basic state"
3. Click "go to executive state"
4. Click to select "7:00pm"
5. Click to select "9:00pm"

This same issue is present with both FxRadioButton/FxRadioButtonGroup and halo RadioButton/RadioButtonGroup.

Actual Results:

There are two radio buttons selected in the same radio button group. At this point moving between the options with the keyboard arrow keys no longer visits the "7:00pm" option.

Expected Results:

Only the "9:00pm" radio button should be selected.
