Add a maxRowCount or maxColumnCount to VerticalLayout and HorizontalLayout

The requestedRowCount property forces the layout to always have a certain number of rows. What I need is for the layout to display a maximum of a certain number of rows. If we add maximums, we might want to add minimums as well.
