NumericStepper no longer increments

Steps to reproduce:
1. Run the attached SWF or compile and run attached MXML file
2. Click increment button twice

Actual Results:
NS only increments to 1 and then will not increment or decrement

Expected Results:
NS should increment / decrement normally
