[Mirroring] Spark VideoPlayer playhead tooltip text is backwards when scrubbing the playhead when layoutDirection is rtl

Found in 4.5.0.14124

Steps to reproduce:
1. Compile and run attached MXML file.
2. Scrub the playhead.
3. Set the layoutDirection to 'rtl'.
4. Scrub the playhead.

Actual Results:
The letters are reversed when layoutDirection is 'rtl'.

Expected Results:
The letters shouldnt be mirrored.
