[Localization:HiSoft]:CHS:LOC-BadTranslation:The error message is not translated well in zh_CN on Windows and Mac. And the strings is not translated on Linux.

Steps to reproduce:
1.Compile the source file in attachment "source.mxml".
2.Observe the error message, it is not translated well on Windows and Mac.
3.It is not translated on Linux.

Actual Results:
The error message is not translated well in zh_CN on Windows and Mac.
"Windows.png, MacOS.png"
It is not translated on Linux.
"Linux.png"

Expected Results:
The strings should be translated as "area or component". It also should be translated on Linux.

Notes:
The issue comes form the following path:
\lib\xercesImpl_zh_CN.jar\org\apache\xerces\impl\msg
XMLMessages.properties Line274: "Element or attribute do not match QName production: QName::=(NCName':')?NCName."
